To fix this, use the lower version of npm or node.

$ node --version
v17.8.0
$ npm --version
8.5.5
$ nvm use 16
Now using node v16.14.2 (npm v8.5.0)
$ nvm use 14
N/A: version "14 -> N/A" is not yet installed.

You need to run "nvm install 14" to install it before using it.
$ nvm install 14

Since my code used AWS Lambda which was available for node 14, it worked in the lower version.
